The Vice Premier informed the President about the progress in implementing the urban planning programme that had made it possible to form the unique architectural look of Ashgabat. Construction of new residential areas, office buildings and industrial facilities and modernization of social infrastructure drive population growth. Given its geographical location, the Turkmen capital receives more foreign guests and is the venue for regional and international events. All this sets up new tasks of the development of Ashgabat. In this context, the commission established in accordance with the Order of the President of Turkmenistan carried out the work to form new districts by joining the territories of Abadan town and Ruhabat Etrap in Ahal Velayat to the territory of Ashgabat and identify their boundaries.

It was noted that the areas to join the territory of the capital had been selected to ensure a harmonious combination of facilities under construction in Ruhabat Etrap and Abadan in Ahal Velayat with architectural structures under construction in Ashgabat and their proximity to the boundaries of the capital. The Vice Premier presented the layouts to the Turkmen leader to illustrate the expansion of a number of existing etraps and newly formed etraps.

Commenting on the report, President Gurbanguly Berdimuhamedov focused on the key tasks of the formation of new etraps of Ashgabat. Dwelling upon the organizational structure and personnel arrangements of new khyakimliks, the President emphasized that they should include the departments of agriculture, along with others. Focusing on effective use of industrial zones and creation of new jobs in the territory of etraps, the President instructed the Vice Premier to develop the projects of new enterprises meeting environmental requirements and using advanced technologies.

Vice Premier, Executive Secretary of the Office of the President and the Cabinet of Ministers H. Muhammedov reported on the work done by the commission. In particular, the Vice Premier reported on the work done to develop trading network in new etraps and optimize the activities of textile enterprises in their territory. Commenting on the report, President Gurbanguly Berdimuhamedov instructed the Vice Premier to monitor the placement of markets, shops and consumer services centres, emphasizing that grocery stores and other shops should be located in immediate proximity to residential areas in the new etraps. Then the floor was given to Vice Premier S. Toilyev, who reported on the work done in the sectors under his supervision to draft the proposals on the formation of new etraps of Ashgabat. Commenting on the report, the President focused on the priority issues related to the establishment of health care and education institutions in new etraps and gave specific instructions to the Vice Premier.

Ashgabat Khyakim R. Nurmammedov reported on the work done by the commission to draft the proposals on the formation of new etraps of the capital and identify their boundaries. Focusing on the need for a well thought-out and responsible approach to fulfilling the tasks of the further development of the Turkmen capital and the formation of its new administrative and territorial units, the Turkmen leader gave specific instructions to the Ashgabat Khyakim. Chairperson of the Mejlis A. Nurberdyeva reported on the work carried out by the Parliament in relation to the formation of new etraps of the capital. The Turkmen leader emphasized that the Mejlis jointly with ministries and departments concerned should draft the relevant legal acts to establish the procedure for the formation of new etraps of Ashgabat and identification of their boundaries. Commenting on the reports of the high-ranking officials and summing up the discussion, the Turkmen said that issue would be discussed in detail at the meeting which would be held at the Maslahat kosgi Palace in the coming days.

Expressing belief that all the tasks would be fulfilled in a proper and timely manner, President Gurbanguly Berdimuhamedov wished the meeting participants every success in their important work.
